This new bike is going to need a lot of tweaking ...
It turns out that there exists a common misconception about handlebars and how they go together. There's a bolt on top, which looks as if it's holding the fork on to the frame - but it isn't actually. Apparently, it's the stem clamping on to the front tube that's actually holding everything in place, and the bolt on top is just to get the right tension on the front assembly (as well as to keep the rider from getting a "core sample" of their chest if they crash). Learn something new everyday. Anyways, the handlebar height is great now.
As for the rear derailleur, apparently it was too far forward (something I never would have guessed), and I hadn't aligned the top cog correctly - it should be to the edge of the chain, not the center. The front derailleur's fine.
